OBA Board of Governors Actions

The Oklahoma Bar Association Board of Governors met at the Oklahoma Bar Center in Oklahoma City on Friday, April 25, 2008.

REPORT OF THE PRESIDENT

President Conger reported he attended the Idabel Board meeting, Work/Life Balance Committee meeting, OBF Trustees meeting, Bar Center Facilities Committee meeting, Rule of Law Conference, OCU Legal Affair Dinner, LSO reception, Oklahoma County Law Day luncheon, Tulsa County Law Day luncheon and Pittsburg County Law Day dinner. He reported that he taped a segment at OETA for the Law Day Ask A Lawyer TV show, gave the commencement address at Oklahoma City University, spoke at the LSO National Directors luncheon, Seminole County Law Day Luncheon and to the Ardmore Lions Club.

REPORT OF THE VICE PRESIDENT

Vice President Mordy reported he attended the Idabel board meeting and Thursday night dinner, Oklahoma Rule of Law Conference and the Ardmore Lions Club luncheon, which hosted Bill Conger and the Carter County Bar Association.

REPORT OF THE PRESIDENT-ELECT

President‑Elect Parsley reported he attended the Tri‑County Bar Association dinner in Idabel, March OBA board meeting, Texas County Bar Association meeting and OBA Rule of Law Conference at OCU. He participated in several telephone meetings with staff regarding 2009 events.

REPORT OF THE PAST PRESIDENT

Past President Beam reported he attended the Tri‑County Bar Association dinner in Idabel, March OBA board meeting, Civil Procedure Committee meeting, Custer County Bar Association meeting and the Rule of Law Conference.

REPORT OF THE EXECUTIVE DIRECTOR

Executive Director Williams reported he attended House and Senate meetings, Bar Facilities Committee meeting, Bench and Bar Committee meeting, Leadership Academy Task Force meeting, OBA directors meeting, Rule of Law Conference and the monthly staff celebration. He also met with Dick Beale regarding OBA endorsed products, President‑Elect Parsley regarding his appointments and 2009 board meeting dates, in addition to the contractor and the architect. He appeared before the Supreme Court on the application to destroy certain OBA files and attended the swearing‑in ceremony of the newly admitted members.

BOARD MEMBER REPORTS

Governor Bates reported she attended the Tri‑County Bar Association dinner and board meeting in Idabel, Awards Committee meeting, Bench and Bar Committee meeting, Oklahoma County Bar Association Awards Committee meeting and Rule of Law Conference. Governor Brown reported he attended the Legal Aid Services of Oklahoma Finance Committee meeting, Oklahoma Bar Foundation Board of Trustees meeting, Bench and Bar Committee meeting, Rule of Law Conference and ABA Day in Washington, D.C., where he was a member of the Oklahoma delegation lobbying Oklahoma's congressional representatives on issues important to the legal profession, He also worked on a draft of the revised Code of Judicial Conduct. Governor Christensen reported she attended the Tri‑County Bar Association reception and board meeting in Idabel, Bar Facilities Committee meeting, Awards Committee meeting, Bench and Bar Committee meeting and subcommittee meeting, OBF Trustees meeting, Oklahoma County Bar Association meeting and Rule of Law Conference. Governor Dirickson reported she attended the March board dinner, reception and meeting in Idabel, Custer County Bar Association monthly meeting and the Rule of Law Conference. Governor Hermanson reported he attended the Tri‑County Bar Association dinner and board meeting in Idabel, Kay County Bar Association meeting, OBA Rule of Law Conference and spoke at the Ponca City Auxiliary Police Alumni meeting. Governor Hixson reported he attended the Oklahoma Indigent Defense System Board meeting, Professionalism Committee meeting and Rule of Law Conference. Governor McCombs reported he made final arrangements for and attended the Tri‑County Board of Governors reception and dinner on Thursday and board brunch, luncheon and meeting on Friday. He also gave a tour of his law office to board members, attended the McCurtain County Bar luncheon, helped in planning the McCurtain County Law Day activities and attended a local radio "Ask A Lawyer" call in show. Governor Reheard reported she attended the McIntosh County Bar Association meeting that included election of officers and Law Day planning. Governor Souter reported he attended the March board social and meeting in Idabel, Creek County Bar Association meeting, Awards Committee meeting and Work/Life Balance Committee meeting. Governor Stockwell reported she attended the March OBA Board of Governors meeting in Idabel, Cleveland County Bar Association Executive Committee meeting, Awards Committee meeting and Oklahoma County Bench & Bar. Governor Stuart reported he attended the Tri‑County dinner, reception and board meeting in Idabel, Awards Committee meeting and Rule of Law Conference.

REPORT OF THE YOUNG LAWYERS DIVISION

Governor Warren reported she attended the board activities and meeting in Idabel, Rule of Law Conference, OBA YLD Board of Directors meeting in Tulsa and the ABA YLD Midyear Meeting and Diversity Summit in Washington, D.C. She gave details on the new attorney receptions planned in Oklahoma City and Tulsa.

LAW STUDENT DIVISION LIAISON REPORT

LSD Liaison Janoe reported he attended the March board meeting, OU Law Student Division executive meeting, OU Law Student Division general meeting, Law Student Division executive meeting with OU, OCU and TU to elect a new chair and vice‑chair and met with Phi Alpha Delta Law Fraternity members to discuss working together on community projects. He said there much interest among students to serve on committees.

GENERAL COUNSEL REPORT

General Counsel Murdock shared a status report of the Professional Responsibility Commission and OBA disciplinary matters.

BOARD LIAISON REPORTS

Governor Brown reported on activities at the recent Bench and Bar Committee meeting at which bar members addressed issues regarding proposed changes to the Code of Judicial Conduct.

PROPOSED RESOLUTION FOR THE FORMATION OF A RULE OF LAW PARTNERSHIP RELATIONSHIP

Judge Stephen Friot reviewed the background of the request for a resolution of support from the OBA Board of Governors for the formation of a rule of law partnership relationship between Oklahoma and Ulyanovsk Oblast of the Russian Federation, under the auspices of the Russian American Rule of Law Consortium. The board approved the resolution.

BAR CENTER RENOVATIONS

President Conger reported the construction company is working on the final punch list. The building should be ready by May 2. Holding a dedication in the early fall was discussed. Executive Director Williams described the timeline of moving activities. He said a recent Supreme Court order allowing disciplinary files older than 25 years to be destroyed will allow additional storage space.

INVESTMENT REPORT

Paula Kerrigan with Smith Barney briefed the board on a proposed change to move the Clients' Security Fund investments, which are currently in separately managed accounts, to Smith Barney Consulting Group's TRAK Capital Market Mutual Funds. Administration Director Combs reviewed the OBA's investment history. The board approved the proposed change. President Conger will ask the Investment Committee to review and make a recommendation for which asset allocation model to utilize. It was noted the OBA investment policy will need to be updated.

CLE ANNUAL REPORT

Director Douglas called attention to the summary of other entities that provide CLE to OBA members. The number of competitors continues to climb every year. She noted an increase in the utilization of online seminars in 2007, and said OBA members are becoming more comfortable with online seminars. The board discussed the procedure to increase the number of online CLE hours that OBA members may take each year. The board voted to ask Douglas to look into the process of recommending an increase.

OBA CRUISE

Director Douglas reviewed details of a cruise planning for 2009.

APPOINTMENT OF PRT MEMBERS

The board approved President Conger's recommendations to appoint Robert H. Gilliland Jr., Oklahoma City; Kieran D. Maye Jr., Oklahoma City; Diane S. Goldschmidt, Oklahoma City; Martha Rupp Carter, Tulsa; and to reappoint Andrew E. Karim for a second three-year term. Terms will expire June 30, 2011.

SOLO AND SMALL FIRM CONFERENCE REGISTRATION

Director Calloway urged board members to attend the conference in addition to the board meeting. He announced the Bar and Grille singers will be back.

NEXT MEETING

The board will meet in Enid on Friday, May 23, 2008.
