| The
Oklahoma Bar Association Board of Governors met at Tanglewood Resort
on Lake Texoma as part of the Solo and Small Firm Conference on Friday,
June 22, 2007.
REPORT OF THE PRESIDENT
President Beam thanked board members for coming to the Solo and
Small Firm Conference. He reported it was a record-breaking year
with about 200 CLE registrants and speakers and nearly 400 people
total. President Beam attended the Sovereignty Symposium at which
he met retired U.S. Supreme Court Justice Sandra Day O'Connor and
attended the ceremony where she received a Supreme Court medal. He
also attended two OBA Annual Meeting meetings, Central Oklahoma Mental
Health Association luncheon and Custer County Bar Association luncheon.
At the Louisiana annual meeting in Destin, Fla., he participated
on a panel discussing judicial elections versus retention. He presented
awards at the Oklahoma County Bar Association annual awards luncheon
and met with Executive Director Williams on numerous occasions.
REPORT OF THE PRESIDENT-ELECT
President-Elect Conger reported he attended the board
dinner at Freddie's hosted by the Creek County Bar Association and
the board meeting the following day.
REPORT OF THE EXECUTIVE DIRECTOR
Executive Director Williams reported he attended the Sovereignty
Symposium, Court Improvement Project meeting, MCLE Commission meeting,
Pontotoc County Sheep Creek event, monthly staff celebration, swearing
in of Corporation Commissioner Jim Roth, two Annual Meeting meetings,
Oklahoma County Bar Association annual awards luncheon, Lawyers Helping
Lawyers meeting and OBA directors meeting. He met with representatives
of UMB regarding sponsorship of OBA programs, participated in the
OBA CLE legislative Web cast and accepted an award from the Central
Oklahoma Mental Health Association for the OBA's new crisis counseling
program. He had several meetings with the architect and builder.
BOARD MEMBER REPORTS
Governor Bates reported she attended the Creek County Bar Association
meeting and dinner, OBA May board meeting, Oklahoma County Bar Association
board meeting, OCBA Awards Committee meeting and Cleveland County
Bar Association meeting and CLE.
Governor Christensen reported she attended the Oklahoma County Bar
Association board meeting and met with Educational Programs Director
Douglas and her staff to discuss the Women in Law Conference and
upcoming seminars.
Governor Dirickson reported she attended the Creek County dinner
for the Board of Governors and the board meeting the next day. She
attended the OBA Lawyers Helping Lawyers meeting and Custer County
Bar Association monthly meeting.
Governor Farris reported he attended the April Board of Governors
meeting, Board of Governors/YLD Board of Directors dinner and reception
at Remington Park, and Tulsa County Bar Association Law Day Luncheon.
He participated in the TCBA Lawyer in the Library Law Week program,
TCBA Ask A Lawyer Law Week program, TCBA long range planning session
and Tulsa County Bar Foundation golf tournament. He attended meetings
of the Tulsa Municipal Judicial Nominating Committee, OBA Diversity
Committee, OBA Legal Intern Committee and OBA Legal Intern Committee.
Governor Hermanson reported he attended the April Board of Governors
meeting,
Board of Governors/YLD Board of Directors dinner and reception at
Remington Park,
OBA State Legal Referral Service Task Force meeting and ABA GP/Solo
Division spring meeting in Washington D.C. He also judged the Oklahoma
Project Citizen State Portfolio Showcase.
Governor Kennemer reported he attended the Thursday night dinner
hosted by the Creek County Bar Association, May Board of Governors
meeting, Seminole/Hughes county bar associations luncheon with a
CLE program by attorneys Ed Able and Kelly Bishop, task force meeting
to create a Uniform Residential Sales Contract--OKC/OREC and Pontotoc
County Bar Association annual Sheep Creek golf tourney and dinner.
Governor Reheard reported she attended the May Board of Governors
meeting and dinner hosted by the Creek County Bar Association.
Governor Souter reported he represented the OBA at the Kansas Bar
Association annual convention in Wichita. He attended the Board of
Governors dinner with the Creek County Bar Association at Freddie's
Steakhouse in Sapulpa, May board meeting in Jenks, OBA Leadership
Task Force meeting and Creek County Bar Association meeting, that
featured guest speaker Daniel J. Boudreau.
Governor Stockwell reported she attended the May board dinner in
Sapulpa, May board meeting, OBA Access to Justice Committee meeting
and Cleveland County Bar Association executive meeting.
REPORT OF THE YOUNG LAWYERS DIVISION
Governor Camp reported two training sessions for the Wills for Heroes
program have been held and the pilot program will be conducted in
Yukon. He attended the YLD Seniors Committee planning meeting, Board
of Governors dinner and reception in Sapulpa, May Board of Governors
meeting, May YLD Board of Directors meeting, Wills for Heroes planning
teleconference and OBA Leadership Task Force planning teleconference.
REPORT OF THE SUPREME COURT LIAISON
Justice Taylor reported the legislature has appropriated additional
funding that will allow all counties to offer online access to all
documents filed. He also said credit card use at court clerk offices
has been approved.
LAW STUDENT DIVISION LIAISON
LSD Chair Pappy introduced OLSD Vice Chair Jeff Hensley from TU
and thanked the OBA for the opportunity to attend this conference.
She reported she held a meeting at the University of Tulsa School
of Law. She said the division will host a booth with information
on the OBA and OLSD on Saturday at an OCU School of Law event called
LawLawPalooza.
REPORT OF THE GENERAL COUNSEL
General Counsel Murdock shared a status report of the Professional
Responsibility Commission and OBA disciplinary matters. He reported
Assistant General Counsel Mike Speegle has retired, and applications
for the position are being accepted. He presented a CLE to the
Chickasaw Nation at the Windstar Casino golf course in Thackerville,
presented a CLE to the Garvin County Bar Association in Pauls Valley
and met with Mary Pointer of UMB bank regarding automatic trust
account overdraft notification procedures. He attended the monthly
meeting of the Professional Responsibility Commission, monthly
birthday and employment anniversary celebration for OBA employees,
retirement luncheon at the OBA for Assistant General Counsel Mike
Speegle and OBA directors meeting.
BAR CENTER RENOVATIONS
Executive Director Williams reported he has another meeting Monday
with the architect and a construction meeting Tuesday. He said the
contract is finalized for the modular space, and the computer servers
are being moved tomorrow. He reported the water meter currently in
the parking lot is being moved to provide water for the modular space.
CLE ANNUAL REPORT
Educational Programs Director Douglas reported net revenue for continuing
legal education in 2006 was above budget projections and attendance
at live seminars was down slightly. She said seminars are being offered
in all types of formats - live, podcast, Web, telephone and Webinar.
All seminar evaluations are now conducted electronically, being e-mailed
to participants following each seminar. She said the significant
number of free CLE seminars continues to be the primary competition.
RECOMMENDATION TO SUSPEND MEMBERS FOR NONPAYMENT OF 2007 DUES
Executive Director Williams reviewed the procedure. The board voted
to recommend to the Supreme Court suspension of members who have
not paid 2007 OBA dues.
RECOMMENDATION TO SUSPEND MEMBERS FOR NONCOMPLIANCE WITH MCLE 2006
REQUIREMENTS
The board voted to recommend to the Supreme Court suspension of
members who have not complied with mandatory continuing legal education
2006 requirements.
COMMUNITY OUTREACH COMMITTEE
President Beam reported the Community Outreach Committee created
in January 2006 has never held a meeting. He said the mission envisioned
for the committee overlaps with the community service performed by
the Young Lawyers Division. The board voted to sunset the committee.
APPOINTMENT
The board appointed Paul Brunton, Tulsa, to a five-year term on
the Oklahoma Sentencing Commission (expires June 30, 2012).
SURROUNDING STATE BAR MEETINGS REPORTS
Vice President Dawson shared highlights of his visit to the Arkansas
Bar Annual Meeting in Hot Springs. Governor Souter reported he
and his wife had a wonderful time at the Kansas annual meeting
in Wichita and described how their meeting differed from the OBA.
President Beam reported he traveled to Destin, Fla. for the Louisiana
State Bar meeting.
JUDICIAL NOMINATING COMMISSION ELECTION
Executive Director Williams announced that Dan Little, Madill, was
elected to represent District 3 and Jim Loftis, Norman, who was in
an uncontested race, will represent District 4. Their terms will
begin Oct. 1, 2007, and expire Sept. 30, 2012.
DOMESTIC VIOLENCE FATALITY REVIEW BOARD ANNUAL REPORT
President Beam directed members to the report in their binders and
asked them to take it home and review the report.
LEADERSHIP CONFERENCE
President Beam reviewed the events planned. The conference will
start at the Sheraton Hotel in Oklahoma City at 11:45a.m.
on Thursday, Aug. 23 and end with a luncheon the next day. All board
members are invited to participate, and a joint dinner with conference
participants in Bricktown Thursday evening is one of the events.
The board will hold its monthly meeting on Friday, Aug. 24, at 12:30
p.m. Beale Professional Services has donated $1,000 to help sponsor
the dinner.
INNOVATION AWARD FROM THE MENTAL HEALTH ASSOCIATION
Executive Director Williams reported the association received an
award presented at a luncheon in Oklahoma City The award recognized
the OBA's program created to address an increasing number of lawyer
suicides. The program provides all bar members up to six hours of
free crisis counseling and is available 24 hours a day.
NABE LEXIS NEXIS AWARD
Executive Director Williams announced the OBA's Law School for Legislators
program won an award from the National Association of Bar Executives,
and the award will be presented at the NABE Annual Meeting in San
Francisco in August.
NEXT MEETING
The board will meet for the last time in the Oklahoma Bar Center
Board Room at 9:30 a.m. on Friday, July 20, 2007, before remodeling
of the east building begins.
