Oklahoma Bar Association Board of Governors met at the Best Western
Hotel in Lawton on Friday, Sept. 15, 2006.
REPORT OF THE
PRESIDENT
President Grimm reported he attended the Tulsa County
Bar Association annual meeting luncheon, swearing-in ceremony for
new OBA Vice President J. William Conger, OBF Grant Committee presentation
of application for OBA/OBF Center for Public Information & the
Law, Bar Center Facilities Committee meeting and Board of Governors
social event with the Payne County Bar Association in Stillwater.
He met with Chief Justice Watt to discuss various OBA pending matters,
discussed OBA Annual Meeting details with various staff members and
talked with Awards Committee Vice Chairperson Gary Clark and former
Awards Committee Chair Nancy Parrott regarding award nominees.

Vice President Conger reported he attended meetings
of the Bar Center Facilities Committee, Access to Justice Advisory
Committee, OBF Grant Committee and Work/Life Balance
Committee.

PRESIDENT-ELECT
President-Elect Beam reported he met with President
Grimm, Vice President Holmes and OBF leadership, participated in
budget meetings with Executive Director Williams and Administration
Director Combs in addition to working on appointments. He attended
Stillwater social events, Board of Governors Stillwater meeting,
Custer County Bar Association appreciation dinner for John Arney
and John Donley, Custer County Bar Association August meeting, OBA
Solo and Small Firm
Conference meeting and OBA Budget Committee meeting.
REPORT OF THE
EXECUTIVE DIRECTOR
Executive Director Williams reported he participated
in meetings with staff for Annual Meeting planning, budget meetings
with President-Elect Beam and the Budget Committee, OBF grant interview,
Legal Aid Services of Oklahoma to select William Paul award winner(s)
for 2006, State Legal Referral Service Task Force, Educational Programs
Director Douglas and AOC Administrative Director Mike Evans regarding
an Annual Meeting presentation, construction company representatives,
Bar Center Facilities Committee, OBA directors, Group Insurance Committee
and Court Improvement Committee. He attended the swearing in of Vice
President Conger, met with Lawyers Helping Lawyers leadership to
discuss fundraising for the LHL Foundation and had several meetings
with the architect.
BOARD MEMBER REPORTS
Governor Caudle reported he attended
the August board meeting and social event with the Payne County Bar
Association in Stillwater, Comanche County Bar Association monthly
meeting, Comanche county bar luncheon for new Western District U.S.
Attorney John Richter and reception for new OCU law school students
in Oklahoma City. He also worked on preparation for hosting the September
board meeting and social in Lawton and chaired a State Legal Referral
Service Task Force meeting. Governor Christensen urged
board members to attend the upcoming Women in Law Conference. She
reported she attended the social event hosted by the Payne County
Bar Association at the home of Judge and Mrs. Michael Stano in Stillwater,
August board meeting at the OSU Foundation in Stillwater and swearing
in of OBA Vice President Bill Conger. While in Stillwater, she toured
the OSU Alumni Center to gather ideas for the Bar Center Facilities
Committee. She attended meetings of the Bench and Bar Committee,
Bench and Bar Subcommittee, Bar Center Facilities Committee and Women
in Law Committee. She continued preparation for the Women in Law
Conference to be held in Tulsa on Sept. 28 and discussed the New
Lawyer Experience seminar with OBA Educational Programs Director
Donita Douglas. Governor Hermanson reported he attended
the board social event with Payne County Bar Association members
in Stillwater and the August board meeting at the OSU Foundation
in Stillwater. He had discussions with a potential OBA membership
service vendor. Governor Hogan reported he attended
the August board meeting and luncheon in Stillwater in addition to
the monthly Pittsburg County bar meeting. Governor Kennemer reported
he attended the Communications Task Force meeting, social event with
the Payne County Bar Association and August board meeting, all in
Stillwater. As board liaison he attended in Oklahoma City the Communications
Committee meeting and Group Insurance Committee meeting. He also
attended the Statewide Lawyers Referral Service Task Force meeting
and Task Force to Create a Uniform Residential Sales Contract meeting. Governor
Parsley encouraged board members to attend the upcoming
Boiling Springs Institute. In Stillwater he attended the Communications
Task Force meeting, social event with the Payne County Bar Association
and August Board of Governors meeting. He also attended the Budget
Committee meeting in Oklahoma City and two Texas County Bar Association
meetings. Governor Souter reported he attended the
board social event and meeting in Stillwater, Legal Services Committee
meeting, Awards Committee meeting and Creek County Bar Association
meeting.
REPORT OF THE
YOUNG LAWYERS
DIVISION
Governor Williams reported in Stillwater she participated
in the Communications Task Force meeting, executive director evaluation
committee meeting, Board of Governors social event with the Payne
County Bar Association and August board meeting. She attended meetings
of the Payne County Bar Association, OBA Budget Committee and Bar
Facilities Committee. She chaired the August OBA YLD meeting and
pool party in Edmond at John K. and Beverly Williams’ house.
Members discussed the open seats and upcoming YLD elections as well
as events for the Annual Meeting. She asked board members to encourage
young lawyers in their area to run for a YLD board seat. The deadline
is Sept. 15 to submit pictures, bios and petitions. The YLD is still
working on proposed bylaw revisions and amendments to its travel
reimbursement policy. The Children and the Law Committee is currently
looking for volunteers to assist with its school mentoring program,
and training courses will be offered this fall.
REPORT OF THE SUPREME COURT
LIAISON
Justice Edmondson reported the Administrative Office
of the Courts has submitted to the court for its consideration proposed
Oklahoma Supreme Court Rules of Procedure for Intermediate Judicial
Discipline. He said AOC Administrative Director Mike Evans is doing
a good job.
LAW STUDENT
DIVISION LIAISON
LSD Chair Robben reported during the last month the
division has been busy with affiliate recruitment at the three law
schools. They cosponsored professional etiquette luncheons at Oklahoma
City University and the University of Tulsa. Additionally, they continued
planning for this year’s activities and for the OBA Annual
Meeting. She attended the August YLD meeting at the home of Governor
Williams’ parents and will be meeting with Educational Programs
Director Douglas about plans for Annual Meeting. She also held a
Law Student Division Executive Committee meeting in Norman and reported
LSD representatives attended law school orientations at OU, TU and
OCU.
REPORT OF THE
GENERAL COUNSEL
General Counsel Murdock shared a status report of the
Professional Responsibility Commission and OBA disciplinary matters.
He also reported he attended a reception at the Oklahoma City Zoo
for OCU law school’s 2006-2007 class, Professional Responsibility
Commission meeting, monthly staff celebrations meeting and OBA directors
meeting. He presented CLE seminars at the TU College of Law and at
Hillsdale College in Moore
LEGAL ASSISTANT
SERVICES COMMITTEE REQUEST
The board approved the request of the Legal Assistant
Services Committee to change its name to the Paralegal Committee.
REPORT AND
RESOLUTION TO OBA HOUSE OF DELEGATES REGARDING CREATION OF AN OBA PARALEGAL
DIVISION
Legal Assistant Services Committee Chairperson Joe
Bocock reviewed the recommendation of the committee to create an
OBA Paralegal Division. The board voted to accept the report and
to
recommend passage of the resolution to the House of Delegates.
GROUP INSURANCE COMMITTEE
RECOMMENDATION TO APPROVE CHANGE OF CARRIER
Executive Director Williams reminded the board that
Beale Professional Services President Dick Beale spoke to the board
about the issue of changing carriers at its June meeting. The board
approved the committee’s recommendation to change insurance
carriers.
RESOLUTIONS OF APPRECIATION
The board unanimously approved resolutions expressing
appreciation to both the Comanche County Bar Association and to Governor
Caudle and his wife, Camilla, for their hospitality in hosting the
Board of Governors on Thursday evening before the board’s meeting
in Lawton on Friday
morning.
YLD SOUTH CENTRAL ABA CONFERENCE IN OKLAHOMA
CITY
Governor Williams reported Oklahoma has been asked
to host a regional YLD conference April 20-22, 2007, in Oklahoma
City. She said about 100 people are expected to attend.
PREDESIGN SERVICES FOR EAST WING REMODEL PROJECT
President Grimm reviewed the proposal for predesign
expenses submitted by K&W Architects that included interviewing
staff to determine space allocations, establishing space planning
objectives and developing a program of spaces for the remodel. The
board approved the proposal.
AWARDS COMMITTEE RECOMMENDATIONS
The board approved the Awards Committee recommendations
for 2006 OBA awards.
RATIFICATION OF
E-MAIL VOTES
The board voted to ratify e-mail votes to appoint J.
William Conger, Oklahoma City, as OBA vice president to fill the
vacancy left by the resignation of Judge Jerome A. Holmes and to
appoint Ken Hunt, Tulsa, to the Advisory Task Force on Oklahoma Corporate
Income Tax Reform.
LEGAL ETHICS
ADVISORY PANEL APPOINTMENT
The board approved President Grimm’s appointment
of David Butler, Enid, to fill the vacancy left by Guy Clark’s
resignation from the Legal Ethics Advisory Panel. The term will expire
Dec. 31, 2007.
LEGAL AID SERVICES APPOINTMENT
The board approved President Grimm’s appointment
of Lindsey Willis Andrews, Oklahoma City, to the Legal Aid Services
of Oklahoma Board of Directors for a three-year term effective Jan.
1, 2007. The term expires Dec. 31, 2009.
BUILDING
RENOVATIONS
Vice President Conger, in his role as Bar Center Facilities
Committee chairperson, reported new electric doors and carpet have
been installed in the new bar center front entrance, which has been
painted on the interior. A formal dedication of the new entrance,
to be called the John Shipp Plaza, is planned for Thursday, Oct.
26, at 2 p.m. Featured speakers will be Chief Justice Joseph Watt,
President Grimm and Judge Michael DeBerry. Many attorneys and Shipp
family members will be coming from southeastern Oklahoma, where John
Shipp practiced before becoming OBA executive director. Vice President
Conger described the commemorative bronze plaque and said the committee
decided to place it near the water feature. Quotations to be added
to the plaza are being solicited.
ANNUAL MEETING
Executive Director Williams reviewed details for the
OBA Annual Meeting that will take place Nov. 15-17 at the Crowne
Plaza Hotel in Tulsa. He said the judicial reception traditionally
held Tuesday evening has been moved to Wednesday this year, which
will allow the OBA to cosponsor an event with the Oklahoma Judicial
Conference that will honor Chief Justice Watt.
HOSTS FOR
OUT-OF-STATE BAR
DIGNITARIES
President Grimm asked for volunteers to host visiting
bar association dignitaries at the Annual Meeting. Governors Souter,
Kennemer, Caudle and Christensen volunteered to assist.
DOMESTIC VIOLENCE BENCH BOOK
President Grimm reported the Access to Justice Advisory
Committee will be working on creating an Oklahoma domestic violence
bench book with the assistance of TU Law Professor Kathleen Waits.
DISTRIBUTION OF RESTITUTION FUNDS
General Counsel Murdock reviewed handouts of a proposed
distribution plan. He said he does not anticipate receiving additional
claims from clients of the former attorney. It was noted Oct. 1,
2006, is the deadline to submit claims for consideration this year.
Governor Caudle shared comments from a meeting with Clients’ Security
Fund Chair Micheal Salem. The board tabled action until next month.
EXECUTIVE SESSION
The board voted to go into executive session met in
executive session and voted to come out of session.
