Submission of Resolutions for 2007 OBA Legislative Program
To comply with procedures contained within the OBA Bylaws, a deadline of Wednesday, Oct. 11 has been set to submit resolutions for the 2007 OBA Legislative Program to OBA Executive Director John Morris Williams.
Proposals must be received by the OBA Executive Director to allow publication on the OBA Web site at least once in the Oklahoma Bar Journal at least three weeks prior to the vote. The proposals will be submitted to vote when the House of Delegates convenes during the Annual Meeting Friday, Nov. 17, 2006 at 10 a.m. at the Crowne Plaza Hotel in Tulsa.
RESOLUTION NO. ONE: CIVIL PROCEDURE
BE IT RESOLVED by the House of Delegates of the Oklahoma Bar Association
that the Association adopt, as part of its Legislative Program, as
published in the Oklahoma Bar Journal and posted on the OBA Web site
at www.okbar.org, proposed legislation amending 12 O.S. Sections 2011.1,
2005, 2005.2, 2006 and a new statute to be codified as 12 O.S. Section
2004.3 relating to sanctions for frivolous arguments made in a Motion
to Dismiss, video recording of depositions, electronic service, and
service by courier. (Requires 60% affirmative vote for passage. OBA
Bylaws Art. VIII Sec. 5) (Submitted by the Civil Procedures Committee.
Adoption recommended by the OBA Board of Governors.)

RESOLUTION NO. TWO: CREATION OF PARALEGAL DIVISION
BE IT RESOLVED by the House of Delegates of the Oklahoma Bar Association
that Article II, Section 1 of the Rules Creating and Controlling Oklahoma
Bar Association, as published in the Oklahoma
Bar Journal and posted
on the OBA Web site at www.okbar.org, be amended by adding a new subsection
to create a Paralegal Division.
BE IT FURTHER RESOLVED, that contingent upon approval of the aforementioned
proposed change to the Rules Creating and Controlling the Oklahoma Bar
Association that [insert Article or Section] be added to the Bylaws of

RESOLUTION NO. THREE: COURTHOUSE SECURITY
BE IT RESOLVED by the House of Delegates of the Oklahoma Bar Association
that the Association adopt, as part of its Legislative Program, legislation
for a new statute to be codified as 11 O.S. Section 27-111.1 relating
to courthouse security. (Requires 60% affirmative vote for passage.

RESOLUTION NO. FOUR: AMENDMENTS TO OKLAHOMA RULES OF PROFESSIONAL CONDUCT
BE IT RESOLVED by the House of Delegates of Oklahoma Bar Association
that the suggested changes to the Oklahoma Rules of Professional Conduct,
as published in the Oklahoma Bar Journal and posted on the OBA Web
site at www.okbar.org, be approved and adopted by the Oklahoma Supreme
Court. (Submitted by the Rules of Professional Conduct Committee. Adoption
recommended by the OBA Board of Governors.)
